Dear Sir Travers Clarke,

We have been having a good

deal of difficulty in connection with the

Hong Kong exhibits at the Exhibition

and I enclose a memorandum which I drew

up after discussion with Mr. Hallifax

who called on me and who hus, I under-

stand, seen you also.

With regard to his first point

about the two Chinese held up at Dover,

I have ascertained from the Home Office

that they are quite helpless in the

matter, as the two men in question are

not British subjects and the provisions

of the Act are very definite and prevent

their admission until they are cured.

The second point about the

restaurant people has been settled and

so has the fate of the nine artisana

who were put in the Strangers' Home
